    A SMOKE-FREE ENVIRONMENT

    On November 16th, 2017, the board of directors of the Centre intégré de santé et de services sociaux (CISSS) de Laval adopted the policy for a smoke-free environment. The implementation of this policy aims to improve our health by:

    • Creating a complete smoke-free environments inside and outside all sites.
    • Promoting tobacco-free lifestyle.
    • Preventing initiation to tobacco products.
    • Promoting smoking cessation.

    The policy for a smoke-free environment is aligned with the CISSS de Laval mission to improve the health and well-being of Laval’s population. As a health and social services institution, the CISSS de Laval has a duty to be exemplary.

    Also, the CISSS de Laval is implementing the Ottawa Model for Smoking Cessation (OMSC) to help health professionals adapt their practices so they can systematically and easily offer to support all their patients having nicotine dependence.

    THE POLICY WILL BE EFFECTIVE AS OF MAY 1st, 2018.

     It is everyone’s responsibility to help create a smoke-free environment which promotes the health and well-being of all.

    The CISSS de Laval meets a legal obligation but acts in coherence with its mission as a health promoter which:

    • Creates a complete smoke-free environments inside and outside the sites.
    • Improves the health and well-being of Laval’s population. As a health and social services institution, the CISSS de Laval has a duty to be exemplary.
    • Promotes a tobacco-free lifestyle, initiation to tobacco products and smoking cessation.

    To provide a favorable environment for healing and promote good health.

    It is forbidden to consume combustible tobacco or to use an electronic cigarette on all the sites belonging to the CISSS de Laval:

    • Within all facilities leased or owned by the CISSS de Laval.
    • On all parking lots belonging or rent by the CISSS de Laval.

    Tobacco and e-cigarette use will be tolerated in some designated spaces and away from buildings for Hôpital de la Cité-de-la-Santé, the Jewish Rehabilitation Hospital and on CHSLD sites. The indoor smoking room at the hospital will also be closed on May 1st, 2018; they will be kept provisionally in CHSLDs.

    The MSSS said in September 2017 that a CHSLD is the home, the living environment of a resident, and therefore, the ministerial orientations for the development of the tobacco smoke-free policy should not be interpreted as an impediment to smoking. So, it is possible for a resident to smoke in the smoking rooms of its CHSLD

    The smoking rooms in our CHSLDs meet the ventilation standards and are a temporary solution to accommodate people living in CHSLDs, until the complete reduction of the smoking rate in these living environments. In the longer term, smoking rooms may be closed and CHSLDs may be designated to accommodate new admissions to users who do not require a smoking room. CHSLDs with specialized units (closed unit, mental health, temporary admissions for respite, etc.) will not be targeted for the closure of smoking rooms.

    It is important to note that those areas are only accessible to residents and not to members of the institution or visitors.

    It is important to note that the policy does not require nicotine addicts to stop using tobacco or electronic cigarette. However, they will have to move outside the CISSS de Laval grounds or to designated areas.

    Strategies are planned to support employees to act on their addiction or to temporarily manage withdrawal symptoms with the help of nicotine patches or gums. Support measures will also be offered to users.
